    DELEGATE
    Furthermore, each local shall elect alternate delegates to attend the convention in case the accredited delegate unavoidably cannot attend. It is recommended that Locals elect two (2)
    alternates
    Each local’s delegate entitlement will be calculated in accordance with the formula set in UCTE By-laws.
    By-law 9, section 15
    Delegate entitlements are calculated using the PSAC's database. This number will reviewed in April 2020 to determine if there are any changes to a local's entitlement.
    ENTITLEMENT DETERMINATION
    Should there be a change to your local’s delegate entitlement, the affected local will be notified no later than:
    APRIL 20, 2020
    Each local must conduct an election at a general meeting in order to choose its delegate. See By-law 9, section 9(a).
    DELEGATE ELECTION
    Meeting minutes required. You must provide a copy of the minutes of the meeting at which the delegates were elected in order to register. Registration for convention can not be considered complete unless the minutes are provided.
    Deadline for delegate registration: January 24, 2019
    There is no longer a registration fee for delegates
    NOTE
    Locals who do not have a properly formed local executive (By-law 4(3)(a)) or who have not submitted their annual audited financial statements (By-law 10(2)(c)) will not be entitled to send delegates to the convention. Any local who is in this position will be advised by the national office directly.

    Being an observer to convention is a great learning opportunity. All locals have the right to send observers to the convention at the local’s expense. Observers are not allowed to vote nor can they participate in debate.

  • RESOLUTIONS
    Resolutions must be submitted electronically or in a hard copy format to the National Office with a valid signature. Visit our website for an electronic version of the resolution form and return the completed document to ucte-ucet@psac-afpc.com or by mail to 702-233 Gilmour Street. Resolution are to be no more than 150 words.

    Please forward resolutions at the earliest possible date since time is required to ensure all resolutions are properly prepared and sent to the Convention Resolutions Committees for their meeting in Ottawa scheduled for May 11 to 15, 2020. Resolutions to be considered by the 18th Triennial Convention must be received by the National Office no later than January 24, 2020. Resolutions received after this date will be considered late resolutions.

    Locals must conduct a general membership meeting for the consideration and formal approval of all resolutions. The following procedures are suggested to assist you in the preparation of your resolutions:

    Send a call out to members asking for resolutions.

    The Local Executive and/or the duly appointed Resolutions Committee meets to review the resolutions received and prepare any additional resolutions. These resolutions must be presented at a general meeting for ratification by the membership.

    Prior to the general meeting, post or circulate notices to ensure all members are aware of the general meeting and its purpose.

    At the meeting, the Local Executive or the Resolutions Committee report on their recommendations. This report should contain a rationale for the decisions taken. These are then debated and voted on by the membership in attendance at the meeting. A simple majority is required for acceptance. Those accepted are then forwarded to UCTE by the Local Executive.

    Resolutions dealing with bargaining items will not be accepted except those dealing with bargaining policy.
    Locals are requested to submit supporting material only where the full intent of a particular resolution is not included in the resolution itself. Locals are encouraged to work with their Regional Vice-President if they require assistance to compose the resolutions.

    To help you write your resolution, below is a checklist of the characteristics of a good resolution. Resolutions can either be submitted in plain or traditional language.
